    Kwakiutl Child and Family Services Request for Proposal

    The purpose for this request for proposal is to guide and develop the capacity and long-term reform of  the Child and Family Services under Kwakiutl laws and traditions.

    • Kwakiutl is considering Jurisdiction and leadership/management would like to consider ways to chart a path forward starting with a review of the Funding Models, successes of other First Nations, and Coordinated Agreements.

     

    • Research and inform Leadership, Membership, and Staff on the implications of the Canadian Human Rights Tribunals and how they have positively impacted the way forward to First Nations Child and Family Services. Including: Child and Family Service Representation, Immediate and Preventative Services, Post-Majority Services.  Services that are predictable, evidence-informed, based on the distinct needs and circumstances of our communities, children, youth, young adults and families

     

    • Research Funding for capital assets. Under the Canadian Human Rights Tribunal (CHRT) order 2021 CHRT 41,
      • First Nations can access funding to buy or build capital assets that are needed to:
        • support the delivery of child and family services to First Nations children on reserve and in Yukon
      • provide safe, accessible, confidential and culturally – and age-appropriate spaces to support delivery of Jordan’s Principle services on reserve, in the Northwest Territories and in Yukon, which can include space to administer those services, such as in support of service coordination.
    • Kwakiutl has $2 million to support infrastructure development. Community engagement is needed to explore the options.

     

    • Create capacity development by ensuring Internship opportunities are explored to be inclusive of community members who are currently in the field of Indigenous Social Work and/or Social Work.

    Key Objectives:

    The consultant will:

    • Develop a workplan and project outline.
    • Provide reports and recommendations to the Kwakiutl Band Council/Management.
    • Consult and engage with Kwakiutl Band Membership, staff and leadership.
    • Assess and report statistics and demographics of Kwakiutl descendants and the child welfare sector.
    • Research and provide critical analysis on options for the Kwakiutl to explore and develop jurisdiction and authority options available for child welfare.
    • Develop inclusive framework/policies for representative, family preservation and reunification service. Ensuring Kwakiutl Law and Culture guides the way forward.

     

    Scope of Services

    The Kwakiutl Band Council wishes to sign a 1-year contract with a consultant with an option for extension.  Progress assessments will determine any changes to the scope of services and/or term of contract.  It is expected that the consultant will generally work a minimum of 25 hours per week or what is reasonably agreed upon.

    Requirements for the consultant:

    • Provide their own laptop, cell phone, and transportation.
    • The consultant will be required to be in community for engagement sessions and interviewing.
    • Any and all material created under this RFP will be the intellectual property of the Kwakiutl Band Council and transferring of data will be completed as information is gathered. This will be done on a share file.
    • The consultant will provide invoices along with services provided outline/data share. (Bi-weekly/Monthly)

    Application Requirements:

    • Have a post-secondary degree in a related field
    • Understand the child welfare system and its legacy of injustices with the Indigenous peoples
    • Experience working with Indigenous peoples and government authorities
    • Experience in mediation and facilitation experience
    • The ability to incorporate Kwakiutl law and culturally influenced policy directives
    • Driver’s license and drivers abstract will be required
