Position Summary
The Referrals Analyst will guide the process for all referrals received by the Kwakiutl Band. This process includes but is not limited to:
- Assessing potential impacts on Kwakiutl’s Aboriginal Rights and Title, Treaty, traditional lands and resources including cumulative and future impact assessments.
- Initiating and monitoring environmental review for referrals occurring in Kwakiutl consultation area
- Assess potential socio-economic opportunities for the Kwakiutl Band and our members
- Maintain a traditional view throughout the referral process*
- Complete comprehensive and detailed reports for referrals and present to Kwakiutl Chief and Council and Senior Governance Advisor.
“Kwakwa̱ka̱’wakw people share a common language (Kwak’wala) and many aspects of culture and tradition. The Kwakwa̱ka̱’wakw have lived on northern Vancouver Island and the neighbouring mainland for millennia. At one time, there were 30 autonomous Kwakwa̱ka̱’wakw groups or “tribes.” Each tribe had its own territory, a winter village, and other sites occupied on a seasonal basis1. We are descendants of several closely aligned Kwakwa̱ka̱’wakw tribes that existed prior to 1846. Two of those tribes – the Queackar and Quakeolth – signed the Fort Rupert treaties in 1851. They amalgamated with other tribes in the 20th century to become the present-day Kwakiutl First Nation. Our Traditional Territory is vast. It stretches from the northern tip of Vancouver Island near the mouth of the Nahwitti River to the Klinkilini River at the head of Knight Inlet where our oolachan fishing sites are located. We have used and occupied the lands and waters within in this area since time immemorial and the entire region is part of the sacred geography of our people. For countless centuries it supported a dense population, and a complex traditional economy and produced far more than subsistence requirements so that a surplus was available for later use, trade, or consumption and distribution at ceremonial events such as feasts or potlatches.” – Kwakiutl Land Use Plan
Duties and Responsibilities
- Receive, review, and respond to referrals in accordance with Kwakiutl Traditional knowledge and the Kwakiutl Land Use Plan.
- Provide an assessment of possible impacts that referrals might have on Kwakiutl Treaty, Lands and Resources as well as our Aboriginal Rights and Title
- Serve as the liaison and facilitator of the referral review process
- Provide recommendations in policy development and Impact Benefit Agreements that relate to referrals

- Analyze data and provide reports that identify any areas of concern within Kwakiutl traditional territory.
- Strategic advising that is rooted in Kwakiutl traditional knowledge and cultural values and is informed by knowledge of engagement, negotiation, and consultation practices
- Regularly present to Kwakiutl Chief and Council for feedback and decision making, serving as the liaison between the Kwakiutl Band Council and proponents and government agencies.
- Work with Chief and Council, Senior Governance Advisor and Kwakiutl Band departments in developing and implementing a new process for referrals.
- Ensures all internal and external deadlines are met and reported.
Qualifications
- Two years work experience and a degree in a related field is preferred however those with living knowledge of Kwakiutl territory, culture and protocols are strongly encouraged to apply.
- Knowledge of Indigenous consultation, negotiation and technical review of related documents and reports
- Using culturally informed practices with Kwakiutl traditional knowledge and practices and protocols
Skills and Abilities
- This position requires a high level of analytical skills, detail oriented using professional standards for oral and written communication.
- Understanding of GIS, Google Earth Pro and various mapping/database software programs and MS Office
- Strong planning and organization skills with ability to work independently while working collaboratively in a multi-faceted team environment.
- Knowledge of Municipal, Provincial, Federal, and Indigenous governmental systems
Working Relationships
The Referrals Analyst will work with the Kwakiutl Band Chief and Council, Leadership Team, Lands and Resources, Fisheries, Forestry and Economic Development departments. This position requires regular contact with various levels of government and proponents. And contact with Kwakiutl Hereditary Chiefs, Matriarchs, and external consultants as required.
Working Conditions
- 28 hours per week with review to determine need to increase to full time hours
- The work environment is dynamic and requires flexibility as tasks and priorities can change quickly
- Evening work will be required when presenting to Chief and Council
- Occasional travel may be required including meetings and conferences off-site.
- Highly sensitive and confidential information is constant, including legal and political correspondence and documentation.
- Professional conduct is always a priority. When representing the Kwakiutl, the Referrals Analyst will uphold the values of the Kwakiutl.

- $30-35 per hour depending on experience
